AHDC

Aiming High for Disabled Children (AHDC) was launched in May 2007 and is the government’s transformation programme for disabled children's services, jointly delivered by the Department for Children, Schools and Families (DCSF) and the Department of Health (DH).

The AHDC programme aims to deliver:

  • Service improvement – commitment of substantial sums to improve specific / priority services, including additional funding in PCT baselines.
  • System change – whole system improvements through national expectation setting, performance management and user involvement

The AHDC programme is backed by significant extra funding over the years 2008/09 to 2010/11. This includes £370m for short breaks, £19m for transition support, £35m for accessible childcare pilots and £5m for parent participation. In addition to extra funding, AHDC has also introduced measures designed to make the system work better, such as a core offer (a national statement of expectation) and a disability indicator to measure the experience of parents with disabled children. This will give a better insight into the performance of local authorities and primary care trusts.
